Redistricting 

The League supports redistricting reform by 2031 that includes an updated commission, ongoing staff and technical support, process transparency, clearly defined rank criteria, an inclusive process for public input, and language accessibility. This will require a constitutional amendment to be adopted before 2031.

2031 Redistricting Reform

LWVWA supports changes in the Washington State redistricting process. In keeping with League positions and the current LWVUS Protect Democracy campaign, LWVWA is working on legislation to amend the Constitution and reform the Redistricting Commission to better meet the needs of residents. In particular, there have been significant changes in demographics which would benefit from expanded representation on the Commission. Additionally, ongoing staff to support redistricting data collection, analysis, technology, and public communication;  definitions of each redistricting mapping criteria and how they will be ranked; language and physical accessibility for input and information dissemination; and expanded public process would be helpful to the public.

2026 Redistricting Legislation

NOTE: Bills marked with an asterisk (*) are our priority bills for this session.

HJR 4209 Congressional redistricting between decennial censuses.
This resolution calls for a Washington constitutional amendment to allow mid-decade redistricting for congressional districts. The new language would be active if another state has redistricted their congressional maps for purposes other than as ordered by the court during the time between Census cycles. The League is opposed to redistricting for partisan gain and emphasizes that redistricting should be done to support communities and enhance the voices of all people. The League is dedicated to empowering everyone to fully participate in our democracy. The League will use any hearings on this resolution to elevate the need for comprehensive reform of the Washington State Redistricting Commission and the redistricting process in Washington.

  • If you are interested in a particular bill, use the links above to go to the webpage for that bill. These pages include staff summaries and reports including who testified PRO versus CON on the bill. There is also information about how to access videos of hearings that have been held.

  • Read and take action through the LWVWA Legislative Action Newsletter, distributed each Sunday during the legislative session.

  • You may also express your opinion on legislation with the LWVWA issue chairs. We will take your perspectives under consideration as we determine our support for legislation and prepare testimony. Please direct questions or comments to Alison McCaffree, Democracy Team Coordinator.
Join Our Redistricting Reform Campaign
  • The League’s focus is to increase the strength of the support network for this issue. We want to add people to our mailing list in 2026. We can’t do this without you. Join a Local Areas Action Team on Redistricting Reform. Local Leagues in Washington have action chairs who coordinate advocacy. Some local Leagues have democracy teams to take action locally. Contact your local League action chair to find out if there is a redistricting team and join.
  • Get three friends to support redistricting reform and sign up for LWVWA’s mailing list. Ask those friends to find three more friends.
  • Ensure your LWV Local League has a representative to the State Redistricting Reform Task Force. If there isn’t one, consider volunteering. The Task Force meets monthly on the Third Wednesday of the month at 2pm. Please register here or contact Alison McCaffree.
  • Rally other community organizations to support our campaign. Consider giving a 20-minute presentation to an organization where you are involved. We have presentation ready to go and can coach you.
